Westchester 'Smoke House' Reopens in Valhalla

After a $400,000 makeover, volunteer firefighters from across the county can train at the structure.

Westchester County officials and the Grasslands Fire Brigade gathered in Valhalla Tuesday to unveil the Burn Building—or Smoke House—facelift.

A $400,000 reconstruction, according to a statement from the county, paired with an additional $100,00 in upgrades to the Live Burn Propane Building at the training site will allow training firefighters to again utilize the county resources to train.

"Each day, the members of the fire service in our county put themselves at risk responding to fires and other emergencies. They do everything they can to keep the public safe," County Executive Rob Astorino said in the statement. "The fire service has my commitment that the county will do all it can to keep firefighters safe."

The renovations, including masonry, structural and drainage work, were made possible through a $550,000 bond act approved by the Westchester County Board of Legislators last November, according to a press release from the BOL's Democrats.

The Democratic legislators said they "were pleased" about today's reopening.

“It is clear that County Executive was not going to fix the Smoke House until it was nearly falling down,” said Legislator Bill Ryan (D-White Plains). "Sadly, too many capital projects around Westchester are being neglected by the Administration. If the Board had gotten all the information necessary to move the project forward when we asked for, the work could have been completed last year.”

While the building not in use for the past two years, county firefighters completed some training in Rockland County.

According to Astorino's office, renovations to the structure include:

  • Rebuilding the burn area where wood pallets and bales of hay are set ablaze to create heat and smoke throughout the building;
  • Removing all old concrete from the walls of the first and second stories and replacing it with refractory cement, which stands up better to heat, smoke and the rigors of training;
  • Rebuilding the flooring on the first two levels;
  • Renovating the attic to include windows and dormers, and renovating the basement – all to improve the rescue and life-safety training that can place inside the structure.

Westchester County Department of Emergency Services Commissioner John M. Cullen noted another fire training center structure, the Live Burn Propane Building, is also undergoing a $100,000 renovation.

"We know that these improved facilities will help the fire service to train better and smarter,” Astorino said. “And we know we are on the right path – the number of training hours being provided and the number of firefighters being trained are both at record levels."

Cullen said that through August of this year, 17,000 county students have undergone more than 81,000 hours of training—an increase of 10 percent since 2010.

“The county is proud to partner with our local fire departments to provide the fire training services that ensure the safety of the members of the fire service who protect the rest of us,” Astorino said. “This is an essential and significant service that the county provides.”

Has anyone figured why Mr. Valenti capitalizes certain words and for what purpose? Mr. Ranno's post contains relevant, objective facts without the varnish of partisanship. The State Education law and School District policy address attendance by school board members at Board meetings, including provisions when a board member is disqualified from office due to poor attendance. Does anyone on the current Board have the fortitude to address Mr. Maglietta's miserable attendance record? Does Mr. Maglietta have the moral compass to realize that for whatever reason he is unable to fulfill the most basic requirement of a school board member, i.e., attendance at board meetings? My guess is the answer to both questions is NO and that it is now up to the voters to take matters into their own hands.

When I read the original letter from Mr. Rubich I could tell that he was cherry picking numbers to bolster his premise. I am so happy that you were able to bring to light a more complete picture. Once again in an environment of increasing mandated and fixed costs this board has been able to put together a budget that not only supports our number 1 priority, our children, but also is fiscally conservative and prudent. I do have one other comment to add to Ms Agona's analysis. Please remember that if we had used less reserve funds last year to pay our current obligations then this years budget as written would be tax compliant. Let me rephrase, both last year and this years budgets could be exactly the same and would be tax compliant if we did not pay down last years budget with reserve monies. Please remember this when you vote yes for this budget. Finally, I would be remiss to to point out that I believe it is unconscionable for anyone to voice an opinion especially such a mean spirited personal attack under the guise of a psuedonym.

Teachers and vendors have become partners with the district and morale has been restored from the troublesome levels it sank to several years ago under the previous BOE. The desperation of the Linder/Wasserman camp, as their campaign implodes, is both palpable. Moreover, it is simply a group of folks in the community once again showing their true colors as their final desperate hours of negative campaigning come to a close.

Does anyone other than crackpots like Mike Valenti and sycophants aligned with current School BoardRead More members think that it is healthy for the current effective school taxes in Briarcliff to be in excess of 2% of market values (2.0106%) while the school taxes on a home with equal value in communities like Chappaqua (1.8611%), Tuckahoe (1.8600%) Eastchester (1.7360%), Scarsdale (1.5471%) and Bronxville (1.3791%) are significantly lower? Real estate professionals will tell you that tax rates in excess of 2% of market value present substantial obstacles to entry to market for many potential buyers. This factor is a big part of the reason for declining enrollment in Briarcliff where families with school age children are deterred by tax affordability from even looking, never mind buying a home, when other area communities with excellent school districts have taxes that are much more affordable for an equal value home. The negative market impact of tax unaffordability can result in a downward spiraling effect when home prices are pushed lower to attract market interest. To worsen the tax unaffordability situation in Briarcliff by passing a tax cap excessive budget is in nobody’s interest especially when there are reasonable tax levy compliant alternatives that have been demonstrated to have no negative impact on educational programs, sports, clubs, music or staff. If Briarcliff voters want to preserve their lovely community, the school district and home values, they must defeat the proposed budget and vote for Paul Wasserman and Sonny Linder for school board.

The decline in enrollment testifies to this unfortunate situation. And to increase the tax rate at this juncture is not only unnecessary but the poorest possible timing for slowly recovering real estate values.

According to data on file with the NYS Comptroller’s office, the current effective school taxRead More rate in Briarcliff Manor is 8.32% higher than the effective school tax rate in Chappaqua, 8.39% higher than the effective school tax rate in Tuckahoe, 16.13% higher than effective school tax rate in Eastchester, and 46.18% higher than effective school tax rate in Bronxville. Last time I checked (on Friday), none of those communities are suffering from plummeting home values or perceived to be engaged in educational suicide. What distinguishes Briarcliff from those school districts? All the other school districts have adopted tax levy cap compliant budgets. None of the other school districts have proposed to increase public relations expenses by 45%, expenses related to the superintendent of schools by 42.45%, nor expenses for the board of education by approximately 65%. None of the school boards in Chappaqua, Tuckahoe, Eastchester, and Bronxville have campaigned for voter approval of their proposed budgets by using school district resources to scare voters into believing bogus claims that a No vote will require draconian cuts in educational programs and staff. Obviously, if Briarcliff voters adopt the tax excessive proposed budget, the disparity in effective tax rates between Briarcliff and these other school districts will be even greater than it is now. Are potential homebuyers likely to disregard the wide differences in school taxes among these and almost every other community in Westchester County as compared with the school tax rates in Briarcliff? As a proponent of giving the Briarcliff Board of Education a second opportunity to get the school budget right and not overburden Briarcliff property owners with higher than necessary property taxes, I can only hope that voters will decide how to vote based on the reputation of David Venditti versus Mike Valenti.
