Briarcliff Superintendent to Depart in June, Kaishian to Take Over

The current Briarcliff High School principal will take over the school chief role, according to the Board of Education.

Three years before his contract expires, Neal Miller will be departing from Briarcliff Manor.

The current Briarcliff Manor Union Free School District superintendent's "active service to the district will conclude at the end of the school year on June 30th, 2013," Board of Education President Sal Maglietta announced in a community memo late Tuesday night.

Maglietta's letter to the community did not offer a reason or explanation for Miller's departure.

The superintendent  following the retirement of Dr. Frances Wills and an interim stint by Dr. Jerry Cicchelli.

Maglietta said of Miller's time with the district:

"During his time in the District, Superintendent Miller continued Briarcliff Manor School District’s  focus on educational excellence and student achievement.  Neal furthered this commitment to excellence by setting an optimistic tone and a sustained positive climate.  He helped prepare a reduced budget during difficult financial times that was tax cap compliant, while preserving all programs and staff positions. In addition, during his tenure a teachers’ collective bargaining agreement that had been worked on for more than a year was reached.  Mr. Miller reinstituted our District and Building Compact Committees to encourage shared decision-making and community input.  He worked with the Board of Education to implement the Capital Project as well as to address the remediation of our playing fields.  He provided strong leadership to our district and our  community as we fought through Storm Sandy and as we were saddened and alarmed by the incomprehensible tragedy that our neighbors in Newtown, Connecticut, experienced."

Miller's first-year salary was $235,000 and was set to go up each year at least 2.5 percent through June 30, 2016, according to his May 2011 contract. He was also eligible for up to a 10 percent annual performance bonus.

In a second, consecutive, letter, Maglietta announced current Briarcliff High School Principal James Kaishian will be taking over the reins as superintendent as of July 1.

"As you probably know, Mr. Kaishian has worked with the district in a variety of leadership capacities over the past twelve years, serving as principal in two of our three schools. We believe the appointment of Mr. Kaishian as our new school district leader will provide the schools, students, district teachers and staff and the community with a continuity of leadership and broad community awareness that is reassuring and proven," Maglietta wrote. "It is not often that a Board of Education has the opportunity to appoint an internal candidate to the top position, especially in a small school district. Over the past twelve years, Mr. Kashian has developed into a seasoned Briarcliff Manor leader, and our formal discussions with him have convinced us that he is ready to take on this most important challenge."

Debora French, assistant principal of BHS since 2005, will assume the role of principal this summer.

"Like Mr. Kaishian, the Board believes we are fortunate in being able to transition to a new leader at the high school who has had a long career with our students, families, and community," Magelitta noted.

In his letter, Maglietta included words from Kaishian as well—"Everyone who has passed through our building knows Mrs. French and I have been a team for almost eight years at the high school, so when this transition occurs in July, it will be as natural and seamless for our students and families as any change can be. Our partnership in the name of Briarcliff Manor’s students will only be strengthened."

Few other details about the changes were offered in Maglietta's letters, but he ended the second stating, "As your Board, we look forward to sharing more information on this transition in the coming months. Thank you for your continued support of our schools and community."

He and Wasserman are down to earth, warm and enjoy face to face. You, Mr. Valenti once again prove to be the biggest thorn in the side of Sal and John. You Mr. Valenti constantly pontificate upon BS. Your lack of understanding comes through each and every stroke of your keyboard. Don't back the CIA and ask them to release their files to the public. Reality, if we elect a group of board members, we should be notified of their inner workings. Make all decisions public and allow us a voice in our schools. Only one point makes sense, A TAX INCREASE HURTS OUR PROPERTY VALUE AND DOES NOT IMPROVE SCHOOLS. Let's use Edgemont as a model, small school, similar demographics and much less spending per student, yet they perform at a higher level. LETS FIX THIS NOW!

The community has spoken loud and clear in the last several elections as candidates sponsored by this group have been soundly defeated. The track records (and more importantly the comportment) of the aforementioned board members spoke volumes as to the agenda of this group. They are out of touch and out of clout. I also agree with Mr. Venditti with his assessment that more money does not necessarily mean betterRead More education. The districts to which we like to compare ourselves outperform us in many areas, and they do so at a better cost. Our BOE and administrative team need to look at other districts and learn from them.

I agree with Mr. Venditti regarding the tax burden in Briarcliff, and, as usual, I disagree with Mr.Read More Valenti. My oldest son, a Briarcliff High School graduate, has secured a job in Westchester and is looking to purchase his first home. Briarcliff is not even in the running for him, because the taxes are so high. He is looking in nearby communities where the taxes are not so burdensome. While this story is anecdotal, it does support the statement that potential buyers steer clear of Briarcliff because of the taxes.

If I may also point out that the "3 minute rule" was instituted by the previous board.Read More This same board also moved public comment to the beginning of the meeting. And while this may have worked well if you were a mind reader and knew what was going to be discussed, it makes far more sense to have public comment after presentations and board discussions. The current board, under the leadership of Sal Maglietta, has allowed for public comment multiple times in the same meeting. They are most certainly listening to what the community has to say. Please join me and my family in re-electing Jon Satran and Sal Maglietta. Please also join us in voting YES on the school budget.

This year’s school budget is a REDUCTION in spending by the district versus last year’sRead More budget. We are the ONLY district in Westchester to forward a reduction for our community to vote on. The reason we will slightly violate the tax-cap is due to the fiscal irresponsibility of a prior board using fund balance to cushion the budget and create the illusion of a cap-compliant budget. BOTH JON AND SAL have demonstrated as BOE trustees their unwavering commitment to EDUCATIONALRead More EXCELLENCE, FISCAL PRUDENCE, TRANSPARENCY, RESPECT, COMMUNITY VOICE, COLLABORATION, CIVILITY and MUCH MORE. JON AND SAL’s record speaks for itself. Their comportment during this campaign reinforces that THEY embody the QUALITIES and SKILL-SET to continue to represent US and OUR school district. Under the CURRENT BOE’s leadership, our district has restored levels of TRANSPARENCY, RESPECT, COMMUNITY VOICE, COLLABORATION and MORALE that had deteriorated substantially under the previous BOE majority. They have done this while also maintaining extreme fiscal prudence (we are the ONLY district in the County to produce a year over year budget reduction for our community to vote on) and while making decisions ONLY after having ALL of the FACTS and listening to ALL constituencies. THE FACT OF THE MATTER is that JON AND SAL deserve BOTH of YOUR votes on Tuesday, as does the budget.

You hit on an important facet of this electionRead More few if any others have stated: electing Mr. Wasserman and/or Mr. Linder will provide the added benefit of diversity of thought as the Board continues to address difficult, ongoing educational and financial issues. There is a woeful absence of synergy produced by articulation of different views among the current Board members. The absence of a “check and balance” on the current Board is reflected in the inexplicable decision to cancel the May 13 BOE meeting (scheduled since last summer), which is the last meeting prior to the May 21 budget vote and board election. Is there no business for the Board to conduct at this critical juncture or could it be that the Board does not want Briarcliff residents to hear members of the community question the Board about the proposed budget right before the election? Electing either Mr. Linder and/or Mr. Wasserman will immediately benefit the public as the highest vote getter will be seated on May 22 and thus participate in formulating a second budget for public vote that, notwithstanding current BOE scare tactics, can be tax levy compliant and not involve additional program elimination or reduction. There is no doubt that electing Mr. Wasserman and/or Mr. Linder to the Briarcliff School Board will substantially benefit the entire Briarcliff community and provide a much needed check on Board decision making.
